Quebec’s immigration minister has announced plans to reduce the province’s permanent immigration targets to as few as 25,000 individuals annually.
Jean-François Roberge mentioned that the government will consider three scenarios: 25,000, 35,000, and 45,000 immigrants each year.

At present, Quebec is set to welcome around 64,000 permanent immigrants in 2025.
However, Roberge indicated that this figure needs to decrease due to rising unemployment, growing housing pressures, and the necessity of preserving the French language.
Roberge also stated that Quebec is requesting the federal government to reduce the number of temporary immigrants in the province from over 400,000 to 200,000.
The minister announced that consultations will take place regarding these changes before the final immigration targets for 2026 to 2029 are determined.
